William D. Seith

William D. Seith is an attorney admitted to the Illinois Bar and the United States District Court for the Northern District of Illinois.  Mr. Seith earned his Juris Doctorate from Washington University, St. Louis, Missouri in 1984. He attended Knox College in Galesburg, IL , graduating with a B.A.in Philosophy in 1981. 

Bill has been actively involved in aviation for nearly 40 years. He is an FAA licensed Private and Commercial Pilot, single engine land, with Instrument Rating.  He is also a Certified Flight Instructor and is currently pursuing his Instrument Flight Instructor Certificate.  Bill has logged over 2,000 hours of Pilot-in-Command experience at hundreds of General Aviation and Commercial Airports across the country and is intimately familiar with airport operations and procedures through his PIC experience and continuing education courses.

As a 27-year member of the Naperville Flying Club, he is in regular contact with FAA, NTSB and Airport Authorities on behalf of its members.  Bill has served as the Club’s Insurance Chairman for 25 years and has also served as the Club’s President, Treasurer, Secretary and Membership Chair.  In his capacity as a Flight Instructor, he is often called upon to develop analytical presentations on current aviation safety topics.  He is a member of the Aircraft Owners and Pilots Association (AOPA) and the National Association of Flight Instructors (NAFI).

Bill is also an accomplished attorney in the field of Environmental Law.  He most recently held the position of Managing Director of Environmental Compliance at United Airlines.  At United, he led system-wide efforts to manage environmental compliance at United’s hubs, stations, and maintenance facilities.  He collaborated with Environmental, Construction and Corporate Real Estate teams to ensure compliance at all levels of operation, conducting negotiations with airport authorities and regulatory agencies regarding United’s environmental obligations, real estate transactions and airline expansion projects. 

Prior to his work at United, Bill was a Partner at Bryce Downey & Lenkov, assisting clients with a variety of environmental issues. In 2003, he founded Total Environmental Solutions, a firm that provided its clients legal representation, engineering services, laboratory testing and environmental consulting.

As Deputy Director of the Illinois Environmental Protection Agency from 1999-2003, Bill managed the Division of Legal Counsel and the offices of Community Relations, Pollution Prevention, Environmental Education and Emergency Response.  He also served as the Environmental Bureau Chief of the Illinois Attorney General’s office, where he negotiated several complex settlements resulting in some of the largest penalties ever obtained by the State.  Early in his career, he was active in insurance defense litigation.
